I just started the game and only saw the glitch during the Japanese attack on Pearl Harbor. I got a graphics glitch where upon loading a saved game, all the land tiles looked like they are sunk under water. I fixed it by loading up the tutorial for naval combat, which would appear normal, quit, then loaded my saved game for Pearl again, and everything would go back to normal.

Weird.
