I like what I can do in this game. When I play other space strategy games, they often make me feel the galaxy is too small and there is too little narrative. However, I still don't want to relearn the game every time I come back to it. :'(

What's the game closest to Stellaris but has a more "static" gameplay?

Star Ruler 2... very much like Stellaris but less bugs, has ship design instead of disc roll crisis and is a finished system
