Considering the game was originally made with both LAN and WAN multiplayer, and Galaxy would be for the WAN multiplayer, I don't see why it wouldn't work.

Definitely yes. Only the online server browser uses Galaxy, everything other however is under your control. You can even use your friend IP address to find him in LAN.

As the press release says that the online is powered by Galaxy, and that to get started you just need to launch the game through Galaxy, I'm going to hazard a guess that yes, you have to have Galaxy installed.
