Is it possible to increase your action points through skills/ship equipment, or are you always stuck with 5 of them?

Yes. At least one ship has an additional action point, another let's you increase them via a ship ability and there is also a skill, double speed.

It's in the skill tree, but only for certain classes. Pirate being one of them.
