Couple of questions,

1. After I started playing, I played for a while and then noticed that my top, drop down menu bar was for some reason off screen. I hadn't adjusted my monitor or anything, so I don't know what the deal is. It's not that critical in the game but I would prefer if it were visibile, onscreen, so I could access it. Has anyone else had this problem?

2. I really don't understand this water system whatsoever. I get that there are pipes, and houses need to be supplied with water. But I threw down a water pump and some water mains in my city, and the water started flowing from this pump (I put it adjacent to fresh water). Then I put down more pumps to supply the rest of my city, but none of them do anything. They don't supply any squares, not even the ones adjacent. They do have power, and on their square there is an animated pipe or whatnot but it does not flow outward. It's really frustrating and the manual frankly is no help. I could just google it of course but thought I would ask here as my previous question might be dosbox related or somesuch and specific to this version.
Are the pumps powered? You'll need to run electrical lines out to the pumps in order for them to work. Also, depending on your game's simulated environment, you might be needing water towers to avoid water shortages (these also need to be powered).

Also, when you're in the underground mode, you might want to turn off the road layers, just to make sure that all your zones are actually connected. You might be one tile short of making a connection to a zone because you can't see it due to the road overhead.
I second the suggestion of using water towers to help with your water woes. If your pumps are out in the middle of nowhere, they will need an extra supply of water to help prevent shortages, and water towers will help with that. You can also try placing your pumps right next to a water source - this way, they will pump more water than if they were placed in a desert.
