lordfirefox: I don't know. That's a question for the GoG Team themselves as I am just a regular user and don't have any insight on why the GoG team does anything. If a GoG person comes in here and states the same thing you did in the OP then I'll eat my words, preferably with fava beans and a nice kianti. :)
You could email them; I'm pretty sure they would back me up. As far as I know, DOSBox is at least more stable than a Windows version running by itself, even if it isn't always 100% foolproof. I suspect the Windows version didn't work on all their test machines (of which there are about 35 - 40, iirc), thus they went with the DOS version.

Just my opinion but I really do not like the Dos version because the interface is so unfriendly. I'd rather someone at GoG offered the Windows 95 version free along with the Dos Version for people who want to give the Windows version a chance to see if it'll work for them or can get it working.

Seriously the only thing putting me off buying it is the lack of support for the Windows version which in my honest opinion has the better UI.

Same here; I've got my painstakingly made-working copy of the *actual* Special Edition installed on my computer, but I'd like a web-based backup, y'know?

Not to mention another reason to give GOG money :P

I've got the Special Edition for Win95 working through VMWare on Windows 98. All I had to do was install the audio drivers for VMware and of course the Game itself and the SCURK into my virtualized Windows 98 OS and it runs just like it did back then (though African Swallow is way too fast a speed even on a virtualized OS).

VirtualBox can also run it but the process is a bit more involved.
Yeah, I had it running under a virtual machine too, but I thought it'd be better to just have it launch from my main OS. It saves time in the long run, and I don't need a bunch of dependencies for it.

I still have the virtual machines, but that's beside the point.
There was a simcity enhanced cd rom edition that had full motion video movies, for the first simcity before simcity 2k:
LGR looks at simcity/ retrospective. at around 6:06 of the video

Is there any way to play SimCity2000 on the windows RT surface without jailbreaking?

Not until DOSBox is ported to it. Once that is ported, and a good port at that (supporting touch), then you could play it there. A lot of these games use the MS-DOS emulator DOSBox, which is made by a community of programmers for all sorts of platforms.
