No, it's open ended. Quoting the dev:
There's no ending to the game, your objective is to keep the family alive for as long as possible. You can even find new shelters to move to but it gets even harder when you move.

You're welcome. I know what you mean, I'd preferred a real ending myself. Some condition or story element leading to a conclusion. As it is, we've to set our own goal, which isn't that bad, but still hurts the completionist in us.
