First off, rated M game not AO. Second, the blur is meant more like a parody rather than to actually censor for the sake of censoring. The joke is exactly as you said, censors in any and all countries are shite to an extent. Especially in games, where you technically can get away with some adult themes such as nudity without being AO. But again, that is the joke. How censoring to get a certain rating is annoying for everyone.
