Try to open "bio3.ini" with text editor and in "[Video]" section change:
TextureAdjust=on
or
TextureAdjust=off
Save it and try.
Or if you want, you could patch game with: Resident Evil 3 - Nemesis (GOG) - restored missing settings patch
and change setting in-game, by pressing F1 (in "Others' tab).
