For the joystick, not sure I can help. My Logitech Extreme 3d has no problems working with the game in XP or Vista. Contact the manafacturer of your Joystick is probably the best option unless someone else comes along.
As to the Out of Sync message. Most server operators run security. For some reason the security does not like what Mad dog or GOG did to the Baronmmp.exe file to keep the game from asking for the CD.

Then I replaced the Baronmmp.exe with one from a old working install !
All was ok, no *Out of Synch* or *Net Timed Out* message.
So I think the problem is the Baronmmp.exe
Also if I reinstalled the RB3d1078 patch this would fix the problem "
