I'm not sure if this is a glitch or if I missed something, but when I try to leave Raquia
Tower the gates that lead to the courtyard are back up, and I can't open them. What's going on?

Have you completed the Raquia quest? By that I mean that you have found two parts of the ring, combined them, reached the innermost chamber of the tower, stood on the platform there while wearing the ring, and seen the FMV sequence where Adam receives the Key of Tears?
