Don't run it through GOG Galaxy, it'd crash for me but running it directly through the folder worked much better.
Also to fix missing hostages/terrorists.
-Run in Compatibility mode for windows XP Service Pack 3
-Disable Visual themes
-Disable Desktop Composition
-Disable Display scaling
You may also have to use DGVoodoo to help get the game running.
