I don't know if it's something about my computer or whatever could it be but I just turned the game on and every action reacts very slowly - I click any button, it takes around 2 seconds to open whatever menu I clicked. The same is for scroll wheel and keys, makes walking a pretty challenging task. Never got past the tutorial due to that. Also the game is generally very sluggish.

Is this everyone's experience or is something wrong with my installation?

After the recent spike in Project Zomboid's popularity, the game, the player base, and the devs have changed a great deal. The newer players, the same kind of toxic 12 year old Zoomers you find in every other game forum, demand better graphics and harder grind with the "git gud" mentality which drives everyone else away. In response, the PZ devs have refocused their game to appeal to this new (and lucrative) player base. Those of us who have been playing PZ for many years have already paid our money; the devs know they need to appeal to the Zoomers if they want to keep their decade-old gravy train going.

The result is they no longer even pretend to keep lower-spec machines in mind. The minimum specs they claim aren't even close to what the game actually requires now. For example, in theory you can choose 1x textures instead of 2x textures, but they no longer create 1x textures for new assets, so your game will be full of missing objects if you try to use the 1x textures. They broke legacy fog, too, so you're forced to use the new, fancy, cycle-intensive fog effect. They clearly no longer test their code on low-end machines because a bunch of stuff has become so slow for me that it's broken (like the crafting menu), with stuttering of 5 seconds or more for each mouse click.

So no, you aren't the only person having problems, but don't expect any fixes. The devs aren't interested in you, they're interested in Zoomers with the best video card daddy's credit card can buy. Either roll back to a version which is playable and which lacks any of the current content, or buy a better computer. And pay no attention to what they claim are the minimum specs.
Turn on texture compression, simple clothing textures (zeds only) and maybe simple weapon textures. And increase RAM usage to 60-75% of your max (google "ProjectZomboid64.json Xmx")
