The first time I went to the Border Land via the subway station, after it loaded, everything had no textures - everything looked made out of clay. The cutscene was like this as well as even after the cutscene. Okay, I decided to reload the last save. Game froze during loading, couldn't do anything, had to manually shut down my laptop. Then, went into the game again, this time windowed just in case, it loaded my last save in the Border Land and it worked fine. However, when I reached the first loading zone, after it loaded, all the textures disappeared again, even some of the buildings which were right in front of me and I just gave up then. I've never encountered this before in the whole of Monday or the entire Monday area while I was on a Tuesday. Hope it gets fixed.

Also, did you try activating the 'Fix the blurry texture' tickbox in Settings?

I have not tried the blurry texture fix yet because of the warning that it might mess up my performance and it's already a bit wonky as is. I am playing with all settings on High and 1920x1080 resolution, and experience slight frame drops but until I got to the Border Land, I experienced zero graphical issues.
Please try the latest update, we improved the performance so you should see a 10-20FPS increase in the worst area. We also optimized a ton of our textures
