Planescape Torment EE doesn't come with a manual? That seems odd. Half the joy of those old D&D CRPGs was the comprehensive manuals. Seems strange not to include one with the EE, especially since the version that came with the original *is* available and would work fine ;-)

Read on the beamdog site that the manuals are currently being reviewed by WotC and will be released as soon as they are available. They didn't know when that would be but hoped they may be ready next week.
The non-EE version of planescape has an instruction manual in the backup-and-goodies section. That should be enough to get you going.

Beamdog dev posted a link to the manual on Steam forums:

Kind of a failure to release a game before the manual is done.
I kind of half to agree with you on that Stig79
I prefer that than waiting for them to release the game because the manual is not yet ready...
Yes, that "manual" on Steam as linked in this thread is a skimpy little thing...;) It's more like Cliff's Notes on what the finished manual should be! I was amused at Chris Avellone's comment in the forward about how much he appreciated being able to get back into the game to fix the many text errors/typos that remained in the original game. I'm sorry, but I cannot figure out why he could not have fixed these text errors 15-20 years ago, or earlier...;) It's merely text, eh? Generally, that's what you do when you bug fix. Ah, well...craftsmen and artisans should take more pride in their work and not insist on getting paid for every little typo/bug *they* create in a work of pure art, like this game.

Still, a great game primarily because the setting and themes were so original at the time--this threw many people off at first, including me. I bought the game, then put it down for a solid year before picking it back up again and giving it another shot--after which I could not put it down until I'd finished it!
