I was hoping that this game would be runnable in DOSBox from the command prompt, but when I try, it tells me that it can't be run in DOS mode.

Is there any way to get it runnable in DOS mode from the command prompt?

No. Planescape: Torment uses the Bioware infinity engine which was designed for Windows.
