Does it apply on the 1st oracle lvl or on the 1st character lvl?

As much as I understood the system it is supposed to be with the mentioned class level.

Well, that's what i thought too. But when i tried to make 1 monk/1 oracle with wolf-scarred curse on kitsune, i noticed, that i didn't recieve 2nd bite attack and there was no wolf-head icon in character sheet. But 1 oracle/1 monk worked as intended. So i suppose, there is a bug, but i didn't tried other class combinations

Unfortunately it might be most likely a bug, considering known issues about respec / character creation / hiring pathfinders. Best to report it via the ingame tool using ALT+B, so it can get ironed out with the related issues in one go soonish.
