I'm at level 7 and one of the quest that shows up in throne room led me to a place with enemy using power attack (-5 to hit) at attack bonus +26, which means it's actually +31.

With +11 from strength, combat maneuver is pretty useless against it. Its bab is +18 which means it's outleveled, therefore deep slumber has no use on it. Hideous laughter also doesn't work on animal, so that left to fear? They also get +17 reflex saves.

There is also a quest that would have main character one on one with an owlbear (the two helpers only use crossbow inefficiently)

I'm at weaker enemy mode by the way.

Will enemies get even higher attack bonus later? I'm not a min-maximizer and this attack bonus is already on par with the +32 very old red dragon which is cr18 get on pnp. And it still gives pitful exp. 240!

Am I missing something here?

Also met bugs that if you lure enemies to npc, the npc will slide to the enemies while sitting on the ground in the same area.

Much like the writing, the balance in this game is all over the place. It is especially egrerious at lower levels, but it gets easyer around lv10 and onwards, too easy actually.
Currently at lv 15, and i have not had a single challenging encounter since hitting lv 10 (on normal difficulty)
They introduce high level monsters way too early, and sometimes in low level areas for no apparent reason.
Even got a pair of elder fire elementals in a random encounter at lv 3 once.

I was thinking about the same question. The point is, at your level this kind of enemies are really difficult. I leave them alone for later. I am at level 12 and there they fell like flies. But regarding your +31 and all this: they can still be hurt via magic.
But yes. If not absolutly necessary, leave them alone and get them on a later level. then they are really easy.
I've beaten the owlbear without further changing the difficulty, but don't feel triumphant.

The game mechanics shifts to divinity original sin 2 late level like, where gears hyper stats bloat is more important than characters themselves. Even high level pnp dnd isn't as bad. (and I prefer e6 and automatic bonus progression)

Remind me many private NWN servers were like this too, classes are railroaded by giving monsters tons of immunity, so casters can only be buffers, healers, sometimes debuffers behind close combants, forming the mmo trinity.

It's exactly what I feel in chapter 2~3... have to halt the game now till something fixes the game. Or maybe it won't be fixed. :/ At least it was fun when level was still low and hyper stats bloats hadn't kicked in.

It's because your perception is too low. It's not actually an Owlbear.
You see, the Tarrasque found a ring of Disguise +35 last rampage, and is now going around pretending to be an Owlbear. Why, you might ask? mostly for trolling purposes. But since trolls are so last year, that disguise would net nothing but contempt at the yearly troll awards.

There are about 10 of these in hunting ground, while Tarrasque is an unique creature and only one lives in the world.

Unless it's multi universe crossover like the upcoming spiderman movie.
