The card reads "Treasurer requests your attention", and after I click on the button to go to the throne room nothing happens.

I have every other kingdom stat at level 3 but my economy is stuck at level 1 because of this. I'm in chapter 2. I think this happened because I set up a custom character as a treasurer since I didn't have the gnome yet. I swapped the old treasurer for the gnome but it still is not fixed.

Is there any way to fix this?

Mercenary advisors are broken and this is the reason for your problem. There is no fix until Owlcat fix the mercenary advisors.
