Does the game force you to choose between making good decisions for your barony and doing sidequests? Or can you still attend all the events in your barony and not miss out on sidequests?

depends on how efficient you are with your time. the mini-game is much more about prioritizing, than about choice. as a rule of thumb: barony missions should always take priority and usually have major drawbacks if postponed. same with curse quest line(you should be somewhere near the hill every time there are 25-ish days left).

and barony development... if you don't derp around and know what you are doing to a certain degree - you do have enough time to develop to all X an do all important projects.

that is not to spoil too much. if you need further guidance I can direct you to useful posts on the topic.

here is my take on the issue
here are some other thoughts on the matter
recent patch added teleporters, so that's another cut on the time wasted and it affects outer rim settlement placement from as close as possible to the capital to placing them at convenient places top use as teleport hubs. neighboring provinces I'd still place as close as possible to still cut time before you get teleports.
