Parts of the title screen and controls help extend off screen. The options menu is pushed together.

I had that problem too. Do you have a 5:4 or 4:3 monitor? The game always uses your desktop resolution (borderless windowed fullscreen).
To avoid that problem you would have to set a 16:10 resolution for your desktop, like 1280x800, before starting the game, unfortunately.

You can see from the dimensions of my screenshots that I'm using 1280 x 1024.

Which means my suggestion should solve your problem. Did you try it?
