I haven't even managed to start the game yet because on the title screen menu, the selection scrolls upwards by itself at seemingly random time intervals.

Ok, I think I've solved it. I had a digital (no analogue sticks) USB directinput gamepad plugged in. Despite having no buttons or directions pressed down, somehow the game was reading input from it.
