I've been playing ok up to this point with my touch pad but I can't seem to get to blue beam to point out to the red beam. Am I missing something?

I guess I'm not sure what you are asking but there isn't any puzzle with disabling that beam. Move the joystick until the blue laser hits it.

the problem is that while it's a 3d representation, it's rather difficult to see if the beam is getting closer or further from the target.

I would try to move the joystick in small increments. It will start moving the laser beam in the general direction toward the red laser. Once it starts moving just adjust it left and right to line it up and wait for the beam to reach the target. That way you don't have to judge the distance but just keep the target centered. Once the beam hits the target, it's immediately destroyed.
