The wiki says:

"Player bases can be found on planets, uploaded and downloaded on the Steam version only. On PS4, players are only able to find player bases."

Is this correct? Is it possible to play with GoG Galaxy and find other players bases?

As far as I'm aware it is possible to find other player's bases in the GoG version. The up/download capability is tied to some pre-existing Steam gizmo that NMS hooked into. One can always post a picture, though.
