It used to happen to me as well when I switched to a new PC. It is a fairly common problem. The reason for this is that there is another program in the background running.

It's not easy to tell which program is causing it. For me it was my temperature monitoring program which I was running then. After closing it, the problem stopped. But it could be any one or a combination of stuff like skype, your gaming mouse/keyboard software, Windows updates, Antivirus/Firewall, sound software, or any other thing you leave running.

What I suggest you do is close everything from your system tray and see if the problem is still there (to be safe, you might want to disconnect from the internet if you disable your antivirus or firewall). If the problem is gone, you will have to try one by one to see which one is causing it, and then either disable it during playing, or see if you can change anything in its setting (notifications or something) that would prevent it from causing it.

not sure what program but if i close all programs it seems to fix it for some reason mostly
