Just try this as it works for some people
you need the Run command on your Start menu. If you don't have it just right click on the start menu, click on properties, click on customize start menu, then click on Run command.
Now select the Run command and type in: msconfig. Click on services, then uncheck Windows Management Instrumentation and Windows Search. Make sure you hit Apply at the bottom then restart your computer. That should fix the problem.

I'm new to this thread, so I'll be specific about my issue, though it seems to be similar to the one others are having. The game stutters frequently when there's ANYTHING on the screen. A person, an object, anything will cause the game to stutter. I messed around with the settings and tried the suggestions on this site. Still getting it.
My specs:
Vista Home Premium
NVidia 8800 GT
3070 MB RAM
AMD Phenom Quad-core, 2.21 GHz
