Planing the Transfers of People and colonize Planets of the Planetoverview.
In MoO II you can colonize the Planet with a click of the Button colonize
And Transfer People with the Peopleoverview and you can Transfer with drag and drop.

No worries!

In MoO: CTS you first colonize a planet using the colony ships, if you want to move population you have to research the tech that unlocks civilian transport ships and then build them in order to move your population
