What os are you using?
Are you admin, or running the installer with admin privileges?
What directory are you running the installer out of? Do you get to the installer start up and the error happens during installation or it just errors out immediately?
From what I see error 5 is generally supposed to be a Windows error indicating that a user doesn't have write or execute permissions for the directory that's being used. If you run as admin that probably isn't a problem unless for some reason the folder being used doesn't have write or execute permissions for anyone. If you're not able to run as admin you might want to try moving the install file elsewhere before running it.
