I did the initial quest and took a fish to Twig, I then got a notification saying I can now hook objects.

I cast my line out as close as I can to proverbs across the pond, but I cannot seem to make it hook. Suggestions?

I figured it out. You just need to land the hook absolutely dead smack dab in the center of the proverb to get it.
