I get a tip from a thug that the Pawn Shop owner in this level has a shipment of special new armor locked up beneath his establishment. I rescue the locksmith (David) from the Steel Mill and have him break me into the basement. The armor is sitting there but I can't pick it up. Am I missing something?

Once David opens the door to the basement for you, you should be able to just get the armour, unless your armour is already at 100%?
Mkae sure you jump up onto the boxes to get the armour, you wont get it if you just stand next to it.
