It looks like all the cars have flat tires.
Like when any car in the games drive, the wheels are so wonky that they bounce around like they're on springs, it makes it way too hard to steer

Keyboard, but I don't think the controls would change a bug like this

What are your steering settings?
Most gameplay related problems with this game are because of high frame rates. The game works best at around 30fps. If you have an NVIDIA card you can use a third party program called "nvidia inspector" to force a frame rate limiter on your graphics card. I don't know what options you have for ATI graphics cards or Intel intergrated chipsets.

So the framerate changes the game's physics?
