Hey there!
I just downloaded and installed I'76, and the intro videos, menus and sounds all work fine, but when i start a game (melee vs computer) the graphics stutter badly. It seems as if it hangs for a few seconds, then plays one second, then hangs the next second again and so on. It's unplayable, like playing Crysis on a 10 year old machine...
I switched the resolution up and down and also tried a few settings, but that seems to have no impact... The sound plays perfect, no stuttering there...
Somebody has an idea?
My machine:
Vista 32bit
Intel Core2Duo 2x 3.00Ghz
3,5Gigs of Ram
Nvidia GeForce 8600 GTS

I simply added -d3d to the path in my shortcut and it works now. :)

I tried to do it myself but somehow i couldn't find the option or it isn't possible for oneself to "solve"?
What did you do exactly to solve this? I'm having the isame problem, it's like watching a stop-motion film when I try to play.
I tried the -d3d/-glide codes and neither worked. I d/led DGVoodoo but i'm not quite sure if I set it all up correctly.

I had this problem too, and none of the command line arguments worked, nor anything else. After reading up on this forum, I found the problem is actually my computer is too fast. Some people say they've had luck with CPU limiting programs, but that it still looks choppy. So I got inspired and I tried something that it turns out KINDA works but not how or why some might expect.
What I did is I got the latest version of Cheatengine and used speedhack to increase i76.exe's speed.
I know what you're thinking - "but if the problem is the computer is too fast already, how will INCREASING speed help?" The answer is because cheatengine's speedhack doesn't make your computer faster, it makes the program run faster ON YOUR COMPUTER, and if you're using vsync to limit your framerate to 60fps (and a lot of the calculations in the game are based on framerate), increasing the speed of the game makes it "think" that the framerate is getting slower.
I found decent results at modifying the speed to 1.5 (that's a 50% increase over normal). This does not affect the sound in any way, and the "juddering" of the graphics engine is noticeably reduced. It makes the program think your 60fps is actually 30fps, which is closer to what the game ran during its prime.
The only downside is that many aspects of the game are also accelerated, such as maneuvering and reload timers. In essence, much of the game is also increased in speed by 50%... oddly enough however, the graphics of the sky blowing clouds overhead remains at a constant speed and smoothness whether I've got the speed set to 0.05, 3.0, or not speedhacking at all...
Also, unfortunately, it takes roughly speed 4.0 (400%) to get the flamethrowers to work right, and the game's pretty much impossible at that speed :P

As i said, i just added -d3d to the path in the shortcut options of Interstate.
Looks like this now:
"C:\Spiele\Interstate 76 Arsenal\interstate 76\i76.exe" -d3d
Of course your path is another one, but you get the point i think. ;)
If that didn't help you... well, sadly I don't have any other ideas... :(
