Is the starting spell random?

I've made a few Priest characters with the same 'books' but sometimes get a different spell to start.

Also are the stats and starting equipment fixed ?

For starting spell, it may vary among the schools of magic you have chosen, and should be the same if that school of magic gets the same spell.

The starting stats are fixed based on your character class as each character class plays and uses the attributes differently and will have different maximum attribute caps that can be raised through leveling.

The starting equipment will always have the equipment of that class, eg. A falchion and a buckler and a seal for paladin, a combat staff and 3 seals for priest, or a shortbow, three stacks of 50 arrows and a seal for thief and a set of potions for all 3 classes. The starting equipment may have marginally improved quality as in having a better or a perfect quality weapon, or a stack of arrows that do elemental damage.

The starting equipment has a very small impact in the game compared to the occurence and chance to have certain desirable traits from loot and items on sale at merchants since all your starting weapons and equipment will only be common. Certain valuable traits among rare or unique items are only available when starting the game at Hard difficulty.

Thanks for the reply.

That is a real pain with the starting spell. First time I had an offensive spell. The next three rerolls using the same magic schools I had non offensive spells (at least not damaging causing ones)
