I let the soldiers/witnesses go and found father fredericks tomb earlier. Now I'm pretty sure I did every quest available, spoke to everyone and have no option of exorcising Francesca.

Only option left is arresting the Duke Heidrick, but I'm pretty sure he is innocent.

Where can I get the mandrake broth?

I have this problem as well so it would be nice if someone could help out.

well, you need progression with the main quest

if you have the mandrake root, buy a holy water flask and go speak to the old woman, she should have a dialog to make it

The other details required for the ritual are written in that book/journal. Once you have them right, a dialog will appear when talking to Francesca

How do you start the exorcism ?

I just got the quest by finding the ghost
I got the father frederick's diary much earlier so back then I bought a rosary and a holy scriptures book, I found the mandrake root, which I had made into a potion by the old woman.

When I talk to the prisoner, I only get the demon claiming I can't stop him.
I have tried equiping the rosary or not but it doesn't do anything. Am I missing something ?

Problem solved

I just bought holy water and put it in my inventory as well and I had the dialogue, even though it is stated nowhere that you need some as far as I can tell.

I have been running around for a long time with the mandrake root, the exorcism instructions and the needed things, including three flasks of holy water, but no choice appears.

Did I encounter a bug, or does the choice to make mandrake broth only appear later in the main quest?

Yes, the choice appears later (not nice being given the full instructions and all the needed stuff, talking to everybody in the map and getting no hints).

From the story point of view you need Mandrake Potion only after you obtain a quest to perform exorcism on the possessed Francessca Gulvardi from the ghost of the murdered Bishop Trevorius. It is not important if you have Mandrake Root, Holy Scripture or Holy Water in your inventory or if you have obtained Father Frederick's Diary.

The idea is that while your character already knows how to perform exorcism and that he needs Mandrake Potion for the process he has no need to ask anyone for the potion because there is no one he should exorcise. That changes when you receive that quest which is the moment that option becomes available in the dialogues of Paolus Ventimus and Enrie Jungwirdt (provided you have obtained the Diary and have the root in your inventory as well).

This area becomes available as soon as you finish the quest "Decipher the Plan of the Cult" received from Bishop Trevorius.

And to succesfully perform exorcism, you need Mandrake Potion - Mandrake Root is not enough. Paolus Ventimus in West Glatzburg or Enrie Jungwirdt in East Glatzburg can make you a potion from the root.
