Is it possible to win "Naval Competition" with Italy and/or Ottoman Empire in Singleplayer? Please don't explain how to win with these countries, if it is possible, I just want to now if this is possible, not how (I'd like to go on trying myself, if it was possible).

Should be very possible with Italy, they have very good provinces, especially the one that gives free steel and tools through industrialization.
With Ottomans I have not managed it.
