bssybeep: I'm probably just missing a simple step, but I ran into the following:
I started a campaign as England. A a bonus, I start out with the "Trade Infrastructure" research completed. Which means I should be able to build the "Department of Trade" building to start earning income from trade routes. But the building remains greyed out.
I went through the tutorial and that building should become available after that research is done.
Am I missing something?
