It shouldn't require one, no. If it says you need one, contact GOG support. Some games on GOG require a CD key for multiplayer, but I don't believe IL-2 is one - however, if you do need one for some game's multiplayer on GOG and you didn't get it, again contact GOG support.

I bought IL-2 on GOG and it never asked me for a serial key (I played single- and multiplayer)
