I just started the Severed Hand tower, but it seems that I cannot get to part of the first level on the east/ northeast side. Do I need to go up to the next level and then back down to get to that section?

This game is excellent, Dragon's Eye is a great dungeon that really shapes tactics used in combat, which I am finally getting the hang of. So glad I made this purchase.

Pretty much, yes, except that you have to go up 2 floors, then down 1, then back down to this floor. It's part of the puzzle.
