Havent played this since release so I am making a party with a lot of dual classing to see how it goes.

1. Can a Elf Ranger dualled to Druid use a bow?
2. Can a Dwarf Fighter dualled to Cleric use an Axe?
3 Is a Cleric / Mage a viable option and is there a best race for that?

Since you're talking about 'dual class', I am going to assume IWD1.

1. No: an Elf Ranger cannot dual class, and even a human Ranger cannot dual to a Druid.
2. No: all Cleric sub-classes are restricted to Cleric weaponry. Blunt melee only.
3. Yes. Best class is subjective (power gaming or not), but you should consider Elf or Gnome.

It's worth noting that the answers to these questions are exactly the opposite for Icewind Dale 2. Multi-class characters always use the more favorable proficiencies of their two classes, so a Ranger/Druid could use a bow and a Fighter/Cleric could use an axe. Cleric/Mage is a terrible combo in Icewind Dale 2, well and thoroughly in the "never do this" category.
