I enabled cheat codes in the configuration setting.
While in game, CTR+TAB does nothing.
Any help, please?

Sorry - misread your post.

Have you used a text editor to edit the "icewind.ini" file in the game directory and added the line "Cheats=1" under the "[Game Options]" section.

My text editor informs me that I do not have access to that function.
I think it's my administrator settings.

Run the text editor as Admin. This should allow you to make the changes.
