I don't know how many fps I have because Geforce Experience overlay doesn't show it. I tried limiting fps by forcing vsync in Nvidia Control Panel but to no effect. Anyone else got any ideas?

Your fan ? Do you mean case fan or GPU fan ? Either way, I doubt it's anything serious as it's normal for fans to spin at full speed (especially non-PWM fans) when at full load.

Also, neither of those two things won't have any effect on your FPS, if you wish to know how much FPS you have, use a capture software like NVIDIA's Shadowplay (F9) or FRAPS, Dxtory etc...

Which game? HoMM 4? I remember that one having issues. Are you playing on a laptop?

In Nvidia control panel change Power Management to Adaptive and see if that helps?
