organmike: Having played Heroes 3 for a long, long time, I'd like to add my two cents, whatever they're worth.
[...]
On the matter of assigning "tiers" to town types:
- Don't. It's not worth it. Every town has a place where it's at the advantage and at the disadvantage. Rating the "Player-friendliness" of the troops, as done above, is far more useful. As with anything else, it's all a matter of adjusting to suit the situation.
[...]
The long and the short of it is this: Develop your tactical skills and your management, and you'll be able to use any town-type in any situation and spin it to your advantage. It's simply not worth your time to sit down and categorize who's better than who in general terms, becuase the game plays out in specifics. [...]
Quoted for truth. Every debate or "guide" on the HOMM games fall for these trappings. I especially detest the notion that there are "tiers" for the town creatures as well. It is so arbitrary, yet people assume that the creatures exist in tiers based on the positioning of their dwellings on the purchase screen. "best creature in it's tier, therefore a good unit" or "worst creature in it's tier, therefore avoid it like the plague". Nonsense! The individual quality and versatility of the creature available to you compared to one that is currently not available is a pointless argument. [...]

I personally tend to use lots of peasants on HOMM2 when the situation is right. Yep, worst stats and dreadfully slow. Still, one stack of peasants can eat up at least one whole retaliation. USEFUL.

I'm playing a game as Inferno, and I realized something about imps. Their high stat is their growth rate, and they've got a low cost. A stack with 1 imp does just fine soaking a retaliation, and who is going to waste an attack on a single imp? So they have a decent chance of soaking that retaliation. Have open stack slots? 1 imp in each!
Magog fireball attacks can not only hit the shooter in the corner, but also deal damage to any units that are blocking your guys from reaching the shooter. Opponent's choices: Don't block units from reaching the shooter, or allow the fireball to strike 2-3 stacks every turn?
Demons make for an okay work horse. They are solid, but expendable.
Devils are fast with no retaliation, which is awesome. The luck subtraction is just a bonus.

The two best towns are of course Conflux and Necropolis
Why are they the best? Ok. Conflux got Sprites that are fast level 1 units that makes early game scouts. Sprites can also fly + have no retaliation making them a mini devil with a growth of 50 with castle and growth buildning. They got the best level 2 unit in the game beacouse it's pretty much a lvl 3/4 shooter unit in a level 2 unit shell. there level 3 unit are on the better side as wel beacouse it can shoot and are elemental. The level 6 unit are imune against all magic, attack all hexes (makes the ability better than the hydra ability) and have no retaliation. In my opinion the Phoenix are the best level 7 unit. why? it has a growth of 4 with castle, it's the most fast unit in the entire game that lend you to use magic first and get the first strike (it also got fire breth and resurection ability but thats just a +) and it's the cheapest level 7 unit in the game and you can make it early. Manny of there units are imune to armageddon that makes it easy to win battles since you start beacouse of the high speed of the phoenix.
They can both buy and sell artifact and get the elemental secondary skills without leveling up.
Necro are strong mostly beacouse they got the best secondary skill in the game (Necromancy). Necromancy let you hord ekellets and go into battle without miss troops and insted gain troops. They got the far best level 4 unit in the game that is Vampire lords. vampire lords are strong, can fly, are fast, got no retaliation, and gain the back the troops that are killed. The level 5 and 6 units are decent, but not the reason the Town are so good.
they got the necromancy amplyfier that makes the best skill in the game even better and the town have the ability to kill other units to make even more skellets. 1 skellet are no problem, but 4000 skellet in a normal game are a problem.
Tier 1:
Conflux and Necro (No doubt and fact) (these two towns are also banned in compedetive play since they are so strong)
The rest of the towns are more balanced and depend on what style you like to play that makes the individual towns good in there own way.
You can say that Inferno are the worst beacouse it got bad creatures and bad heroes, but they got it's own town portal that makes them the best town in the game if you are able to use it. the fact that the imps are weak are actualy a + since you can let them get killed an resurct them as deamons. The town are bad, but not entierly bad :)
Tower got amazing creatures like 2 flyers and 3 shooters, but are VERRY expensive to build up. The naga queens are the best level 6 unit in the game becouse its strong and have no retaliation and the golems are bulky so thats kinda nice as a town defender. If you got alot of resources this town are one of the best and if you don't this town are one of the worst.
The human town are faar the most easy to play so it's good for a new player. since it's stragiht forword and can be good with low effort. Angels are great, archers ar great, knights are great and everything are easy and straghit forword.
The Rampart are much like the human town, but a takes a little more effort (in this case effort are mostly = wood) but they got decent creatures. One of the best level 1 unit in the game Centaur captin/Sprite are the best (of course behind skellets beacouse of necromancy and sacrefising) fast early game units and bulky late game units. + This town get alot of gold if played right.
In my opinion dungen are the one of the best towns behind (conflux and necro of course) upg harpies are amazing and they got two good shooters with no melee penalty the level 3 and 4 unit. black dragons are imune to almost every spell they can also level up all there units from 1 to 2 with there own town buidning.
The swamp and orc town are much the opisite of each other. The swamp town are defensive and the orc town are offensive. If you like an verry offensive town you wil love the ancient Beahmoths ignore 80% of the defending units deffence.
In My opinon a Tier list look like:
Tier 1: Conflux and Necro (No argue)
Tier 2: Dungen
Tier 3: Rampart, Tower and Orc
Tier 4: Human and Swamp
Tier 5: Hellfire
