Trying to play this on a Galaxy Tab A9+...I downloaded winlator and it won't allow it to launch. Says it needs .net software. Help!!

There is GOG and GOG-Galaxy versions-builds. You need GOG.
GOG-Galaxy can work too without Galaxy but Galaxy need to download it.
Your emulator are trash if it did not emulate presense of DOTNET. Or should be insctruction how to install+enabled it. Look to some documentation/wiki. High chance it cant emulate it at all.It is Android tablet or Linux? Linux x64(AMD64) or Linux ARM64?
Still first what you need is offline DRM-free GOG version. Forget about Galaxy (even with fact it is almost-DRM-free too). Go to your account on website, games Library - H3MM - download backup installer. It should be exe+bin installer.
Next in two ways. Install it under Windows or Linux Wine. Or use uptodate version of InnoExtract with --gog argument tonextract setup_xxx.exe. Then look carefully for folders you get inside extracted game folder. All folders looks like _add/_app/_temp should be removed files there moved to game folder. It is config files nees to manually configure first.
Both ways better to be done on PC. And check game playability. Under Windows or still under PC Linux (Wine). Only as last step move it to Tablet.
Half-third way is use InnoExtract on tablet itself. Better try first under Windows. Then under PC Linux Wine. And when you get used to use InnoExtract there switch to use it on tablet. And yet still better move to tablet already pre-extracted game. Pre-extracted and checked for possibility to launch. There can be issue in those temporar folder i mention and something can be missed lead to unplayability. Windows OS allow to debug it for 100% sure before to use emulators.

What an amazing and SUPER FAST reply!! Thank you so much!! I, like the rest of you, have an immense sense of nostalgia and love for this game, and I bought the tablet for the sole purpose of playing it. I will let you know which one I get to work, but I will definitely be starting with the PC to tablet GOG Galaxy step, first!!
