How do these work? When I first arrived at the Observatory, I went to the first breach and an new option said "Synchronize Breach." But I didn't click it since I wasn't sure if it was a one-time option. But when I went to Port Issoudun, and went to a Breach in there, I no longer saw the Synchronize Breach option. Did it just disappear?

The big breach in the centre of the observatory is already synchronized. For the common others you need to find Breach Synchronizers for that.
