I assume it's part of the Black Friday sale, which ends November 28, 11PM UTC. If you want to find out for sure, make sure you have your e-mail preferences in your account set so that you receive e-mails notifying you when items on your wishlist are on sale, and then add the game to your wishlist. I personally can't do it because I already own the game.
