Kurt_Aust: This is probably blatantly obvious to those in the know, but how do you place a province in supply in order to upgrade it?

I'm playing as Australia and I can't improve anything in Tasmania even though it's a home nation province because it's out of supply and there doesn't seem any way to place it into supply, the system simply won't let me convoy supplies or any other resources there.
