I've done everything from using the NVIDIA control panel to using windows built in app controls and letting ghostrunner have admin launch and it still runs under GPU0 which is integrated graphics on my PC.
I'm not getting bad performance either. I'm getting about 100-120fps average on all high settings without RTX or DDLS on. Is this just a bug and am I not losing any performance, or is there something wrong here.

I lean towards it reporting the wrong GPU being used. To put it in perspective my RX 580 performed worse than what you got with my frame rate being about 56-75 during the demo with everything on Epic at 1080P. I would expect my RX 580 to crush any Intel GPU but I would expect your mobile 2060 to beat my RX 580.
