OK -- if none of the above worked, then get your motherboard manual, and double-check all connections and component seating.
Even if you've forgotten to plug in one of the power connections (as I did once), the PC might start, but not actually work properly.
Finally, if you're sure that everything has been connected up properly, you *might* just have a faulty motherboard, even if new.
