Masters of Orion is what "created" the games you cited. (If you don't coun't the original Civ due to the lack of outer space ;) )

There is also third title in the series (Wiki) but I would not recommend it. It's rather poor in comparison to earlier titles.
There's also fan made free open source version in early stages of development named Freeorion. It's moving along rather slowly so 1.0 release, if it ever reaches that, is still years away.
