Restarting the client itself seems to be the best was to "force" Steam to check for updates, if it doesn't seem to start automatically.

Just to confirm - Saints Row 2 in Germany is uncensored, making this the first release of the game in Germany that could be legally activated without the use of a VPN on PC.

Interesting. Sounds like Deep Silver's first official act as bearer of the Saints Row IP was to get rid of the region locks. SimonG: As this version already has Deep Silver as a pub, I guess the game left the "shit won't fly, bro" list around the time of the publisher change.
I've just checked and apparently Saints Row 2 is not confiscated, just a long-term member of the "shit won't fly, bro" list. Funny, I thought I recalled reading that it was banned. They were quick to push Mortal Kombat and Modern Warfare 2 through the courts and get them banned, but Saints Row 2 is still lounging around on List B five years later. Gotta love the BPjM. I guess Deep Silver will be pushing for it to be moved back to List A at some point, especially given the rulings on Saints Row 3 and 4.
Official? I don't think so. The game on Steam still has the THQ logo, and it still runs a tad fast.
Apparently, the PowerTools mod fixes the speed issue, although doesn't seem to work for me.

Valve has already demonstrated that it doesn't have much of a clue about German law at all, and the involvement of a German publisher no doubt helped to smooth things over a little. That being said, Valve has released Left 4 Dead 2 without region locks (at least within the EU), so a German user could buy a UK copy, activate it and play it in Germany, even though the game is not only on the shit-won't-fly-bro list but has also had its sale in Germany banned by court order.
I do find it interesting that there's not a single regionally-locked uncensored game by a German publisher on Steam, unlike Namco Bandai (Inversion), Activision (CoD), Take 2 (Borderlands) and also obviously formerly THQ. Seems that knowledge of the law of the land goes a long way.

I guess it is a "better safe than sorry" approach. Who knows what they have heard about German law. And Borderlands can't be activated? Hmmm... I got it on my account.
I did a bit of digging. My Borderlands GOTY copy was gifted, so that doesn't mean much. But I gave a key from this Amazon bundle

to my brother who could activate it without a problem, afaik. Maybe that changed after Borderlands 2 got through without much trouble.
