The Saints Row 2 from Amazon.com also activated without a VPN. (Probably the same "internal id"). I bought it stand alone on May 17th.

Interesting. Sounds like Deep Silver's first official act as bearer of the Saints Row IP was to get rid of the region locks.

I've just checked and apparently Saints Row 2 is not confiscated, just a long-term member of the "shit won't fly, bro" list. Funny, I thought I recalled reading that it was banned. They were quick to push Mortal Kombat and Modern Warfare 2 through the courts and get them banned, but Saints Row 2 is still lounging around on List B five years later. Gotta love the BPjM.

I guess Deep Silver will be pushing for it to be moved back to List A at some point, especially given the rulings on Saints Row 3 and 4.

Official? I don't think so. The game on Steam still has the THQ logo, and it still runs a tad fast.

Which probably also means the the publisher at least has a say in those issues. I guess they can request an IP lock "to be safe" (which I think is also the case with MW2) , but on the other hand, can't force Steam to sell or activate a game on the official "shit won't fly, bro" list.

Yeah, I'd think those two scenarios are fairly plausible.

Valve has already demonstrated that it doesn't have much of a clue about German law at all, and the involvement of a German publisher no doubt helped to smooth things over a little. That being said, Valve has released Left 4 Dead 2 without region locks (at least within the EU), so a German user could buy a UK copy, activate it and play it in Germany, even though the game is not only on the shit-won't-fly-bro list but has also had its sale in Germany banned by court order.

I do find it interesting that there's not a single regionally-locked uncensored game by a German publisher on Steam, unlike Namco Bandai (Inversion), Activision (CoD), Take 2 (Borderlands) and also obviously formerly THQ. Seems that knowledge of the law of the land goes a long way.

I did a bit of digging. My Borderlands GOTY copy was gifted, so that doesn't mean much. But I gave a key from this Amazon bundle

to my brother who could activate it without a problem, afaik. Maybe that changed after Borderlands 2 got through without much trouble.

I own all the games except Riptide and Sacred 2 :D, I won't pay $25 for Riptide but should I get tier 1 just for Sacred 2?
